Based on posts from above, I just disabled IPv6 on wired network adapter and while it hasn't resolved the download speed issue I hope it will prevent future blue screens. Even after disabling the GVC, download speeds never get higher than 8.61 Mbps only a fresh restart will restore the 17+Mbps rate.

Also, I noticed that after a Windows restart, my wired download speed is approximately 17.58 / 4.14Mbps (home network) but after initially enabling GVC, the download speed is more than halved at 7.31Mbps.
